How can I access information on this dialog?

The appearance and functionality of this dialog depends on how many objects have been selected:

Why do dialogs differ depending on the number of objects selected?

If the dialog is used for setting a command’s parameters, then the check boxes are not displayed. The properties shown in the dialog to start with are the last-set parameters for that command which can be altered directly.

The "Options" button is not displayed if this dialog is called while carrying out the Modify > Object Properties > Edit command.
